The Football Association of Malaysia (FAM) was found to have naturalised seven foreign-born players — Gabriel Felipe Arrocha, Facundo Tomas Garces, Rodrigo Julian Holgado, Imanol Javier Machuca, João Vitor Brandão Figueiredo, Jon Irazabal Iraurgui, and Hector Alejandro Hevel Serrano, whose actual ancestry traced to Argentina, Brazil, Spain, and the Netherlands rather than Malaysia — using forged grandparent birth certificates intended to establish eligibility under Article 7 of the FIFA Regulations on the Status and Transfer of Players. On 25 September 2025, the FIFA Disciplinary Committee fined FAM CHF 350,000 and imposed a CHF 2,000 fine plus a 12-month suspension from all football-related activities on each of the seven players for violating Article 22 of the FIFA Disciplinary Code. FAM's president publicly defended the players, saying none of them had personally forged or used fake documents and describing the finding as "a regulatory misunderstanding."
FAM appealed to the FIFA Appeal Committee, which rejected the appeal in its entirety on 3 November 2025. In its written decision, the Committee described the falsification as striking "at the very core of the fundamental principles of football" and directed its own secretariat to notify criminal authorities in Malaysia, Argentina, Brazil, the Netherlands, and Spain, since document forgery is a criminal offence "in virtually all jurisdictions." Malaysian federal police opened a forgery investigation in late December 2025.
The consequences extended beyond the players and the federation: on 17 December 2025, FIFA's Disciplinary Committee overturned the results of three Malaysia international friendlies (against Cape Verde, Singapore, and Palestine) in which the ineligible players had featured, converting them to 3-0 forfeits, and imposed a further CHF 10,000 fine on FAM. The Asian Football Confederation separately overturned Malaysia's competitive wins over Nepal and Vietnam in 2027 Asian Cup qualifying, converting those results too — a decision that eliminated Malaysia from the tournament entirely.
FAM and the seven players filed a joint appeal with the Court of Arbitration for Sport in early December 2025. CAS granted the players a provisional stay on their ban on 26 January 2026, allowing them to resume playing while the appeal was pending, and held an in-person hearing in Lausanne on 26 February 2026 before a Panel of Lars Hilliger (Denmark, President), José Luis Andrade (Portugal), and Massimo Coccia (Italy). CAS announced its operative decision on 5 March 2026: FAM's own appeal was dismissed, with the CHF 350,000 fine and the underlying forgery findings upheld in full, since the Panel held FAM was "ultimately responsible" for the validity of documents it presented to FIFA's Clearing House. The players' appeal was only partially upheld: CAS found their "complicit responsibility in this fraud" justified the 12-month suspension itself, but narrowed its scope from all football-related activities to official matches only, meaning they were permitted to train with their clubs during the remainder of the ban — which took effect from the March 2026 ruling with credit given for time already served between September 2025 and the January 2026 stay. Separately, in July 2026, Malaysia's own Enforcement Agency Integrity Commission reported irregularities in the government's approval of the players' citizenship, extending scrutiny of the affair into Malaysia's own domestic institutions.
This is a rare, clearly documented example of FIFA disciplinary action targeting the eligibility-verification process itself rather than an on-field or financial matter — one where FIFA pushed the consequences past its own disciplinary system into national criminal justice systems in five different countries, and where the sporting fallout ultimately cost the national team its place in a major continental qualifying tournament.
