The CAF Disciplinary Board charged the Tanzania Football Federation (TFF) with a breach of CAF's safety and security obligations under Articles 82 and 83 of the CAF Disciplinary Code and Articles 24 and 28 of the CAF Safety & Security Regulations, arising from the host nation's Group B fixture against Burkina Faso at the 60,000-seat Benjamin Mkapa Stadium in Dar es Salaam, part of the TotalEnergies CAF African Nations Championship (CHAN) PAMOJA 2024 — a tournament actually held in August 2025 despite its "2024" name. The charge stemmed from fans in the stands misbehaving and breaching the applicable safety and security protocols during the match.
The Disciplinary Board found the Tanzania Football Federation guilty and imposed a fine of USD 10,000, payable within 60 days of notification as CAF's regulations require for such fines.
This ruling, announced 6 August 2025, was decided as part of the same CHAN PAMOJA 2024 disciplinary sitting that also addressed a separate, more serious set of charges against the Kenya Football Federation (FKF): USD 5,000 for a stampede and unauthorised stadium access, USD 10,000 for an assault on CAF personnel and guests, and a formal warning over fires ignited inside the stadium, all arising from Kenya's 1-0 win over DR Congo at Moi International Sports Centre, Kasarani, on 3 August 2025. Tanzania's USD 10,000 fine was, in fact, one of the lighter sanctions issued that day — Kenya went on to be fined by CAF twice more before the tournament ended, including a further USD 50,000 penalty after a subsequent match against Morocco, illustrating the range of severity CAF's Disciplinary Board encountered across a single tournament, from a single crowd-control fine to a repeat pattern of security failures serious enough that CAF warned Kenya its matches could be relocated to another venue.
